Ishvara said: The rich meaning of words like these rests in the one whose very form is truth, in that lord of all, the jewel box that holds all existence.
This power of awareness lives inside a tiny seed. It takes hold of soil, season, and water, turns them into a body for itself, and so makes the sprout spring up with joy.
Living inside every part of a rock and looking just like the rock itself, unreal in itself yet made to look entirely real, this power gives the great mountain the role of holding up all creation, simply by playing at standing still.
Taking the very form of the case that holds the wind's vibration, this same power raises the organ of touch, the skin, the way a father raises his own son, by treating it as truly her own self.
For her own fulfillment, she first turns her attention to the inner self, the whole gathered essence of everything, and then she truly turns it into empty space, as if into nothing at all.
In the hollow of that mirror called space, she takes on a pure body called time, marked out in parts from a whole world-age down to the blink of an eye, a body that is nothing but the reflected image of her own existence.
All these things, right up to the great fifth lord himself, are made of change. And the fact that each thing is fixed as "this is so, this is not so" is itself the power called law.
In the witness, that wide, bright reality, all the passing pictures of the world are lit up and shown, just as a lamp in a house shows up everything being done there.
On the stage of that theatre hall, the city built in the highest sky, she stands only as a witness, watching the whole round of the world, which is nothing but her own power at play.
śrīvasiṣṭha uvāca | śivasya asya jagannātha śaktayaḥ kāḥ kathaṃ sthitāḥ | sākṣitā kā ca kiṃ tāsāṃ vṛttaṃ syātkiyadeva tate || 13 ||
Sri Vasishtha said: O lord of the world, what are the powers of this Shiva, and how do they exist? What is their being a witness, what is their work, and how far does it reach?
Ishvara said: Shiva cannot be measured, and he is completely at peace. He is the highest self. His form, gentle one, is pure awareness alone. He is everything, and yet he has no shape at all.
icchāsattā vyomasattā kālasattā tathaiva ca | tathā niyatisattā ca mahāsattā ca suvrata || 15 ||
His powers are the existence that is will, the existence that is space, and the existence that is time; and also, good soul, the existence that is law, and the great existence.
There is also the power to know, the power to act, and the state of being a doer or of not being a doer. Powers like these, belonging to Shiva's own self, have no end.
śrīvasiṣṭha uvāca | śaktayaḥ kuta evaitā bahutvaṃ kathamāsu ca | udayaśca kathaṃ deva bhedābhedaśca kīdṛśaḥ || 17 ||
Sri Vasishtha said: Where do these powers come from? How does so much variety appear in them? How do they arise, O Lord? And what kind of difference and non-difference do they have?
Sri Ishvara said: This power belongs to Shiva himself, whose forms are endless and whose very being is pure awareness. It is indeed called power, yet it differs from him only a little.
Because they show themselves as the knower, the doer, the one who enjoys, the witness, and so on, the powers take on many different forms, as plentiful as water.
One fixed rule decides that everything is exactly as it is, from a single blade of grass up to Brahma who was born from the lotus, up to the great Rudra. Because of this rule, all movement everywhere is called niyati.
This dance is rich with the play of many moods, full of scenes that keep acting out change, and it rumbles like countless whirlpools breaking apart at the moment a whole age of the world ends.
It is scattered with flowers of every season, a hall built of falling drops of water, and it is soaked again and again by heavy rain, like streams of sweat.
Clouds like tender young leaves sway across the dark blue sky and make it seem to whirl; this dance is completely full, ringed all around by streams of jewels from the seven pure oceans.
The passing of every watch, every fortnight, and every day lights up its sky like a sidelong glance; whole ranges of mountains keep sinking and rising in it.
In it, the three worlds hang like Ganga's pearls strung on the moving moon-gem; the twilight clouds' soft rays tremble, now seen, now hidden.
It is soft, adorned by this restless world, which keeps tinkling without stopping, and it walks step by step across the wide earth, the world below, and the sky.
In it, countless great stars sink and rise like heaps of sweat drops, and the face of its sky breaks into a trembling smile, wearing the sun and the moon as earrings.
It is a canopy made from the doors of many imagined universes; in its rolling rows of other worlds, freed sounds keep echoing again and again; and inside it lies the very taste of happiness and sorrow, of fault, of being and not being.
asmin vikāra valite niyater vilāse saṃsāra nāmni chira nāṭaka nāṭya sāre | sākṣī sadodita vapuḥ parameśvaro'yam ekaḥ sthito na ca tayā na ca tena bhinnaḥ || 32 ||
This world is full of change. It is niyati's play, and it is called samsara, the very heart of an age-old drama and its performance. Within it stands one witness, the Supreme Lord, whose presence never ends. He is one, and he is not separate from niyati, nor separate from this world.
