Sri Vasishtha said: Even in a span of time as small as one hundred-thousandth part of the blink of an atom, thousands of world ages shine forth fully, as if they were real.
These supreme realities flow on peacefully, one creation following another, like flowing water turning within itself into whirlpools that burst forth and appear.
In this vast desert, the glory of creation is nothing but false, like a river made of a row of flowers fallen from the trees and creepers on its banks.
The very ground of our experience of creation is unreal - it only appears to be real, like a dream, like a magician's illusion, like a city, like the city told of in a story, like a mountain city, like a thought formed in the mind.
śrīrāma uvāca | ekātmaikatayaivaṃ hi jāte samyagvicāraṇāt | nirvikalpātmavijñāne pare jñānavatāṃ vara || 6 ||
Sri Rama said: O best of the wise, when through right inquiry the self has thus come to be known as one single reality - in that supreme knowledge of the self, free of all thought-constructs -
Sri Vasishtha said: There is here a power called niyati, belonging to Brahman - the power of consciousness taking the form of movement, the one reality of what must necessarily come to be, present through every world age.
At the very first creation, niyati fixed the endless variety of things, deciding, 'this must always happen in just this way' - and that is exactly what comes to pass.
It is called the great action, remembered as the great origin, spoken of, fully grown, as the great vibration, and declared to be the one great self.
In this way worlds appear like mere blades of grass; so too demons, gods, serpents, and mountains - all fixed in place, remaining so until the end of the world age.
Sometimes one may guess that there is a departure from the being of Brahman - like a strange picture appearing in the empty sky - but the working of niyati is never actually otherwise.
The wise, beginning with Brahma the creator, speak of this niyati - which is truly the very self of Brahman - as 'this creation', in order to awaken those who have not yet known their own self.
What is unmoving is seen as if moving. Brahman stands established, filling everything completely. Creation, having no beginning, middle, or end, is like a tree growing in the sky.
As streaks lie hidden within the belly of a stone, so, while remaining within itself, Brahman conceives niyati and creation - like an unlearned person imagining shapes in the empty sky.
Just as, by its very nature as consciousness, an embodied being sees its own limbs and organs as part of its body, so too Brahman, taking the form of the lotus-born creator, sees niyati and its related parts as its own limbs.
'This thing must move in just this way; it must take on this state of being an experiencer; by this cause, in this way, it must necessarily happen' - this is what is meant by the idea of fate.
This same niyati is the movement of every person, and of all grasses and shrubs. This same niyati is every being, and it is also the world, time, and every action.
anayā pauruṣī sattā sattāsyāḥ pauruṣeṇa ca lakṣyate bhuvanaṃ yāvaddve ekātmatayaiva hi || 21 ||
Through this niyati, the reality we call human effort exists; and the reality of niyati itself is seen only through human effort. As long as the world lasts, these two are truly of one and the same nature.
It is through man's own effort that both niyati and effort appear together as one real action, alike in nature; niyati itself works in just this way, within this pairing of niyati and human effort.
Rama, you should ask me to settle this question of fate versus effort. The effort that I describe to you should be the one you follow - that is how the working of niyati is fixed.
Thinking, 'Fate will feed me,' a person who relies only on fate sits doing nothing, silent - and this too, this very inaction, is simply niyati's fixed working.
na syādbuddhirna karmāṇi na vikārādi nākṛtiḥ kevalaṃ tvitthamākalpaṃ sthityā bhāvyamiti sthitāḥ || 25 ||
There would be no intellect, no actions, no change, and no form at all. It would only be this: things must stay exactly as they are until the end of the age. This is what they hold firmly.
Destiny without effort is just destiny. That same destiny, when it moves in creation, becomes effort. In the form without effort it bears no fruit; in the form made of effort it bears fruit.
But if he stops even the movement of the breath, the very thing that brings all activity to a halt, and still remains still, then he is a true saint, he is indeed liberated. What more is there to say?
To become one with effort is the true good. Liberation is being completely free from being the doer. But when both come together, the position becomes strong, and it is truly free of sorrow for great souls.
Destiny has the appearance of the very being of Brahman. If one settles into that true nature, then, having reached what is called supremely pure, that itself becomes the highest state.
Through these great displays, destiny and the rest, Brahman alone, whose self pervades everything, shines forth, just as the existence of water hidden inside the earth shows itself through the web of grass, creepers, trees, and bushes.
