Shri Vasistha said: That Bhairava, the space of consciousness, is called Shiva. Know that his unique power is the vibratory energy, which is mental in nature.
Just as there is one vibration of the wind and one heat of the fire, so too, the pure consciousness and the vibratory energy are always one and the same.
That vibratory energy, which is the power of illusion, is perceived in no other way. The wise know Shiva as Brahman, the peaceful and inexpressible, even among those who are knowledgeable in speech.
The power of vibration, which is the will of that (Supreme Consciousness), projects the appearance of the perceivable world. Just as the desire of an embodied person (creates) a city of imagination.
She is called 'dry' because she dries up like the flame of a mare's fire. Because of her fierceness, she is called 'Chandika,' and she is described as having the color of a blue lotus.
She is called 'Jaya' because she is devoted to victory. She is called 'Siddha' because she is the abode of perfection. She is called 'Jayanti' because she is the embodiment of victory, and she is called 'Vijaya' because she is the abode of victory.
She is known as Gauri because of her fair complexion and her association with the body of Shiva. She resides in the hearts of both the sleeping and the awakened through the utterance of the syllable 'Om'.
She is always known as Uma, the moonlight, among the beings of the three worlds. Due to her ethereal form with Shiva, her body appears dark.
She gives, bathes, and offers, thus she is the foremost embodied one | The power of consciousness, without beginning or end, thus she shines in the self || 18 ||
There is not even a little bit of inertia in that vibrational nature | That action itself is of such a form when it is under the influence of consciousness || 25 ||
These are the rituals with their prescriptions and prohibitions, the concepts of good and evil, the sacred fires, the sacrifices, and the praises of offerings.
The known ones among the assembly of beings are fourteen, including the gods and others, and the worlds are also fourteen, including the oceans and islands.
Sri Vasistha said: Indeed, Rama, the power of consciousness is that by which everything is impelled. Thus, whatever is perceived by that is truly this entire universe.
Even though the form of consciousness is pure, within it, the city of true intentions arises. How can that be from the firm meditation of a purified mind?
Just as a village in another place serves the purpose of one who goes there, similarly, all those who have attained that state serve the purpose due to the determination of the goal.
That which is seen to perform all actions according to its true nature is truly real for the self and not for others who do not attain that state.
Therefore, all the series of creations residing in the consciousness-power sheath are true, and that state is the Self. Others who have not attained that state are not complete.
All the entities that exist in the past, present, and future, including thoughts, dreams, and the city of dreams, are true. How can the supreme reality, the universal Self, be otherwise?
That state is attained by one who is accomplished in yoga, just as one reaches a distant place by traveling. Others, like mountains and villages, remain stationary.
Similarly, the world that is perceived as wavering due to the movement of the body does not actually waver, just like the reflection in a mirror remains stable.
sa trailokyamahārambhaḥ satyo'pi bhrāntimātrakam | bhrāntimātrasya ke nāma luṭhanāluṭhane vada || 46 ||
That great endeavor of the three worlds, though true, is merely an illusion | Of mere illusion, what is the name, tell me the repeated rising and falling || 46 ||
In imagination, in the kingdom of the mind, in dreams, in stories, in illusions | The experience of the past is like the experience of the three worlds || 49 ||
