Shri Rama said: O Lord, please explain the essence of the seeds and sprouts of human actions, which are the causes of birth and are endowed with the meaning of fate.
Vasistha said: In the world, the sequence of fate and action, from the beginning to the end, is indeed the vibration of consciousness. This has attained the state of a person.
Without the vibration of consciousness, what kind of personhood or action could there be? Indeed, this world is created by this very essence, which is the nature of pots, clothes, and other objects.
The world arises from the vibration of consciousness with impressions. Indeed, the world ceases from the vibration of consciousness without impressions.
avāsanaṃ hi saṃvitteḥ spandamaspandanaṃ viduḥ saspando'pyasphuratspando yenāvartādinohyate || 5 ||
They know the cessation of consciousness as both movement and non-movement. Even the moving one is the non-shining movement by which the cycle of birth and the like is set in motion.
Even in the mind, there is no difference between the self, which is the vibration of consciousness, and the actions of the individual, O Rama, except for the part played by imagination in creation.
Just as the duality between water and waves is not real but arises from imagination, similarly, the duality between the individual and their actions, which are the forms of the vibration of consciousness, is not real.
From the vibration arises the seed of the universe, from the non-vibration it becomes seedless. The sprout is also within it, due to its inherent nature of being a sprout.
cittvaṃ ca kvacidaspandaṃ kvacitsvabhāvataḥ | anantamekārṇavavaddikkālakramasaṃsthitam || 12 ||
Consciousness is sometimes motionless and sometimes in motion, by its nature. It is infinite, like the ocean, and exists in the sequence of space and time.
There is no difference between the seed and the sprout, just as there is no difference between fire and heat. Know the sprout to be the seed itself, and know the action to be the human.
jaṅgamānāṃ sthāvarāṇāmetadādyaṃ ca bījakam | saṃvidvisphuraṇāmātramasyabījaṃ na vidyate || 20 ||
This is the primordial seed of both the moving and the immovable. The mere sparkling of consciousness is the seed of this, which has no seed of its own.
saṃvitterjanmabījasya yo'ntastho vāsanārasaḥ | sa karotyaṅkurollāsaṃ tamasaṅgāgninā daha || 23 ||
The inner essence of the seed of consciousness, which is the sap of impressions, causes the sprout to blossom; burn it with the fire of non-attachment.
no bījamasti na kilāṅkurako'pi vāsti nāpyasti karma puruṣaśca na vāsti sādho | ekaṃ tu cittvamuditaṃ hyanayābhidhānalakṣmyā naṭaḥ suranarāsurasobhayeva || 31 ||
There is no seed, nor is there any sprout, nor is there any action, nor is there any man, O virtuous one. Only consciousness arises, shining with the splendor of this designation, like an actor in the roles of gods, men, and demons.
Having firmly resolved in this manner, abandoning all doubts about the actions of the individual, free from all attachments, and being the embodiment of pure consciousness, one should remain as desired.
Being peaceful, free from all desires and doubts, established in pure consciousness, the doer of all actions, delighting in the self alone, with all desires fulfilled, free from the fear of existence, O Rama, you are the abode of peace.
